Discount Mail Preparation and Deposit We revised 707.28.3.2 to specify when publishers may claim destination sectional center facility (DSCF) rates for nonletter-size Periodicals mail in 5-digit bundles they are depositing at a destination delivery unit. Bundle and Sack Labels Mailers may use labeling list L004 through May 15, 2005, for optional endorsement line and sack labeling for mixed ADC bundles and sacks of nonautomation rate flats. We revised the discount flats standards in 345.5.7, 365.5.3.5, 375.5.3.2, and 385.5.3.2; and the Periodicals standards in 707.22.6. We published this revision in the March 17, 2005, Postal Bulletin.

Labeling Lists 2.0 Summary of Changes by DMM Module 2.1 100—Retail Mail Letters, Cards, Flats, and Parcels 113.2.0, 123.3.0, and 133.2.0 and 3.0 are revised to clarify the circumstances in which mail containing "personal" information may be eligible as Standard Mail and when it is required to be mailed as First-Class Mail. Effective 6-1-05. 2.2 200—Discount Mail Letters and Cards 201.3.13 is removed. Repositionable Notes are reclassified under Experimental Classifications and Rates. Effective 2-3-05. 233.2.0 and 3.0 and 243.2.0 and 3.0 are revised to clarify the circumstances in which mail containing "personal" information may be eligible as Standard Mail and when it is required to be mailed as First-Class Mail. This new option is offered to improve service for Periodicals without adding costs by processing some working (mixed ADC) flats with First-Class Mail for specified ZIP Codes around the office of entry. These ZIP Codes are identified using new labeling list L201. Effective 10-27-05. 705.12.1 and 705.13.1 are revised to clarify that, for purposes of calculating the 5% threshold, firm bundles (regardless of the rate claimed) are added together with the number of addressed pieces in carrier route bundles.
