Summary of Changes

The Summary of Changes lists all of the revisions to Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) since the last printing on January 6, 2005.

1.0 Summary of Changes by Effective Date

1.1 January 8, 2006

New Postal Rates and Fees
We changed prices throughout the DMM to adopt the new postal rates and fees resulting from the R2005-1 rate case. The Governors of the U.S. Postal Service set 12:01 a.m. Sunday, January 8, 2006, as the effective date for the new prices. We published this revision in the December 1, 2005, Postal Bulletin.

Republic of the Marshall Islands and Federated States of Micronesia
We revised 601.9.3 and 608.2.2 to remove references to the Republic of the Marshall Islands and the Federated States of Micronesia. Mail to the Republic of the Marshall Islands and the Federated States of Micronesia is no longer treated as domestic mail. We published this revision in the December 1, 2005, Postal Bulletin.

Labeling Lists
We revised labeling lists L001, L002, L003, L005, L007, L008, L201, L606, and L801 to reflect changes in mail processing operations. We published this revision in the December 8, 2005, Postal Bulletin

1.3 November 10, 2005

Change-of-Address Order
We revised 507.2.1 to add two new methods for submitting change-of-address orders: Internet Change of Address (ICOA) and Telephone Change of Address (TCOA). We also clarified circumstances when change-of-address orders are not accepted. We published this revision in the November 10, 2005, Postal Bulletin.

Labeling Lists
We revised labeling list L201 to reflect changes in mail processing operations. We published this revision in the November 10, 2005, Postal Bulletin.

1.4 October 27, 2005

Address Visibility on Bundles
Mailers preparing presorted bundles must make the delivery address information and any presort label or optional endorsement line on the top piece of each bundle visible and readable by the naked eye. These new standards apply to bundles of Periodicals, Standard Mail, and Package Services mailpieces intended for processing on Automated Package Processing System (APPS) equipment. We revised the following sections: 345.2.0, 365.2.0, 375.2.0, and 385.2.0 for discount flats; 445.2.0, 465.2.0, 475.2.0, and 485.2.0 for discount parcels; 705.8.5 for advanced preparation; and 707.19.0 for Periodicals. We published this revision in the October 27, 2005, Postal Bulletin.

New Periodicals Option for Preparation
We added a new option for Periodicals mailers to create an additional bundle and sack. This option is offered to improve service for Periodicals without adding costs by processing some working (mixed ADC) flats with First-Class Mail for specified ZIP Codes around the office of entry. These ZIP Codes are identified using new labeling list L201. We revised the following sections: 705.8.0 through 11.0, 707.12.0, 707.18.0 through 22.0, 707.25.0, 708.1.0, 708.6.0, and 708.7.0. 1.6 September 30, 2005

FASTforward Mailing List Correction (MLC)
FASTforward MLC is discontinued and replaced with NCOALINK. NCOALINK is software-based and can be loaded onto a user's own system, making it more efficient and user-friendly. We made this change in 233.3.5.2 and 333.3.5.2. We published this revision in the September 29, 2005, Postal Bulletin.

1.7 September 29, 2005

New Multi Carrier Routes Bundle for Standard Mail
Mailers now have the option to consolidate small bundles, 1 inch thick or less, of Enhanced Carrier Route Standard Mail basic rate (ECRLOT) flat-size mail into a multi carrier routes bundle for the same 5-digit ZIP Code. This option will improve bundle integrity for small bundles. We made this revision in 345.6.0, and we updated similar text in 245.6.0 (for letters) and 445.6.4 (for parcels). We published this revision in the September 29, 2005, Postal Bulletin.

New "Hold For Pickup" Endorsement
We are adding a new "Hold For Pickup" endorsement in 455.4.6, 508.1.2, and 709.5.0. This endorsement is designed for mailers who send high-value or heavy-weight merchandise, such as computers. An authorized mailer uses the endorsement to indicate that the mailer's customer (the addressee) will pick up the parcel at a designated post office, rather than have a carrier deliver it. The Hold For Pickup endorsement is available for mailers who enter Parcel Select DDU parcels under a manifest mailing agreement. Insurance
We increased the maximum value of indemnity for insurance purchased online from $200 to $500. We revised 503.4.0 and 609.1.3 to reflect the new maximum. Mailers can purchase online insurance using Click-N-Ship and eBay and can also use this service at our Automated Postal Centers (APCs). Department of State Mail
We revised 507.2.1 and 703.3.0 to update the standards for mail sent to the Department of State for transmission abroad and for change-of-address orders concerning Department of State mail. We published this revision in the September 29, 2005, Postal Bulletin.

Postage Meters and PC Postage Products
We reorganized the standards for postage meters and PC Postage products in 604.4.0. We retained basic postal standards for authorization and use but removed redundancy, simplified regulatory language, and updated requirements. We published this revision in the September 29, 2005, Postal Bulletin.

1.8 September 15, 2005

Premium Forwarding Service Experiment Update
We revised 709.8.0 to update the eligibility criteria and mailing standards for our new Premium Forwarding Service experiment. This new service ships mail to residential customers who are away from their primary address for at least 2 weeks and up to 1 year. We published this revision in the September 15, 2005, Postal Bulletin.

1.9 September 1, 2005

Periodicals Endorsements
Publishers may now use the endorsement "Supplement to Periodicals Publication" in addition to the other endorsements allowed on Periodicals supplements. We revised 707.3.3.5 to reflect this change. We published this revision in the September 1, 2005, Postal Bulletin.

Repositionable Notes Experiment
We clarified the standards for repositionable notes (RPNs) on letter-size and flat-size mailpieces in 709.7.0. The clarification includes a new illustration. We published this revision in the September 1, 2005, Postal Bulletin.

Premium Forwarding Service Experiment
We added 709.8.0 to provide the rates and fees, eligibility criteria, and mailing standards for our new Premium Forwarding Service experiment. This new service ships mail to residential customers who are away from their primary address for at least 2 weeks and up to 1 year. We published this revision in the June 23, 2005, Postal Bulletin.

Securing Bundles on Pallets
Mailers now have the option to secure bundles with two or more bands when those bundles are placed on bulk mail center pallets. We revised the advanced mailing procedures in 705.8.5.12. We published this revision in the July 7, 2005, Postal Bulletin.

Pallet Labels
Mailers may now use a minimum of 12-point type when printing origin office information on barcoded pallet labels. We revised the advanced mailing procedures in 705.8.6. We published this revision in the July 7, 2005, Postal Bulletin.

We revised labeling list L009 to reflect changes in mail processing operations. We published this revision in the July 7, 2005, Postal Bulletin.

1.13 June 9, 2005

Discount Mail Preparation and Deposit
Mailers may now enter unsacked bundles of Standard Mail Enhanced Carrier Route (ECR) flats at destination delivery units (DDUs). We revised chapters 343 and 345 to reflect this change. We also revised 346.2.8.9 to add standards for maintaining separation of mail when unloading unsacked mailings at DDUs, and we reworded portions of 346, 365, 366, 465, 466, and 707 concerning unsacked bundles of Bound Printed Matter flats, irregular parcels, and nonletter-size Periodicals for clarity and consistency. We published this revision in the June 9, 2005, Postal Bulletin.

We revised 707.28.3.2 to specify when publishers may claim destination sectional center facility (DSCF) rates for nonletter-size Periodicals mail in 5-digit bundles they are depositing at a destination delivery unit. We published this revision in the June 9, 2005, Postal Bulletin.

Parcel Return Services Experiment
We clarified the required frequency of pickup for Parcel Return Services (PRS) mail and added new PRS label elements and examples. PRS pieces will no longer be addressed for delivery at specific return delivery units but will instead contain a unique ZIP Code that allows local units to determine the proper handling of the mailpieces. We updated 709.5.0 to reflect this change. We published this revision in the June 9, 2005, Postal Bulletin.

Standard Mail Eligibility
We clarified the circumstances in which mail containing "personal" information may be eligible as Standard Mail and when it is required to be mailed as First-Class Mail. We revised the following sections: 113.2.0, 123.3.0, 133.2.0, and 133.3.0 for retail mail; 233.2.0, 233.3.0, 243.2.0, and 243.3.0 for discount letters and cards; 333.2.0, 333.3.0, 343.2.0, and 343.3.0 for discount flats; and 433.2.0, 433.3.0, 443.2.0, and 443.3.0 for discount parcels. Mail Processing Categories Overview

Live Animals in the Mail

Minimum Pallet Loads

We revised the following sections: 245.5.4.2, 245.5.5.2, 245.7.7, and 246.3.4 for discount letters and cards; 345.5.7, 345.7.5.4, 346.3.4, 365.5.3.5, 365.7.4.1, 375.5.3.2, and 385.5.3.2 for discount flats; 445.5.4.1, 445.5.4.8, 446.3.4, 465.5.2.4, 465.5.3.3, 475.5.3.4, and 485.5.3.4 for discount parcels; and the advanced mailing standards in 705.8.10, 705.9.0, 705.10.2.5, 705.12.2.4, 705.13.2.4, 707.22.6, 707.24.2.1, 707.25.3, and 708.7.2.5. Mailers may use labeling list L004 through May 15, 2005, for optional endorsement line and sack labeling for mixed ADC bundles and sacks of nonautomation rate flats. Addressing
We changed our terminology from "National Change of Address" to "National Change of Address Linkage System" and from "NCOA" to "NCOA LINK." We revised the addressing information in 233.3.5.2, 333.3.5.2, 433.3.6.2, 507.6.7.1, 708.3.1.3 and 709.2.2.1. We published this revision in the February 3, 2005, Postal Bulletin.

Calculating the 5% Threshold
We revised the advanced mailing standards in 705.12.1 and 705.13.1 to clarify that firm bundles (regardless of the rate claimed) are added together with the number of addressed pieces in carrier route bundles to calculate the 5% threshold.
