The Summary of Changes lists all of the revisions to Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) since the last printing on January 6, 2005.

1.1 July 7, 2005

Securing Bundles on Pallets
Mailers now have the option to secure bundles with two or more bands when those bundles are placed on bulk mail center pallets. We revised the advanced mailing procedures in 705.8.5.11. We published this revision in the July 7, 2005, Postal Bulletin.

Pallet Labels
Mailers may now use a minimum of 12-point type when printing origin office information on barcoded pallet labels. We revised the advanced mailing procedures in 705.8.6. We published this revision in the July 7, 2005, Postal Bulletin.

Labeling Lists
We revised labeling list L009 to reflect changes in mail processing operations. We published this revision in the July 7, 2005, Postal Bulletin.

1.2 June 9, 2005

Discount Mail Preparation and Deposit
Mailers may now enter unsacked bundles of Standard Mail Enhanced Carrier Route (ECR) flats at destination delivery units (DDUs). We revised chapters 343 and 345 to reflect this change. We also revised 346.2.8.9 to add standards for maintaining separation of mail when unloading unsacked mailings at DDUs, and we reworded portions of 346, 365, 366, 465, 466, and 707 concerning unsacked bundles of Bound Printed Matter flats, irregular parcels, and nonletter-size Periodicals for clarity and consistency. We published this revision in the June 9, 2005, Postal Bulletin.

We revised 707.28.3.2 to specify when publishers may claim destination sectional center facility (DSCF) rates for nonletter-size Periodicals mail in 5-digit bundles they are depositing at a destination delivery unit. We published this revision in the June 9, 2005, Postal Bulletin.

Parcel Return Services Experiment
We clarified the required frequency of pickup for Parcel Return Services (PRS) mail and added new PRS label elements and examples. PRS pieces will no longer be addressed for delivery at specific return delivery units but will instead contain a unique ZIP Code that allows local units to determine the proper handling of the mailpieces. We updated 709.5.0 to reflect this change. We published this revision in the June 9, 2005, Postal Bulletin.

Labeling Lists
We revised labeling lists L001, L004, L007, L008, L606, and L801 to reflect changes in mail processing operations. We published this revision in the June 9, 2005, Postal Bulletin.

Standard Mail Eligibility
We clarified the circumstances in which mail containing "personal" information may be eligible as Standard Mail and when it is required to be mailed as First-Class Mail. We revised the following sections: 113.2.0, 123.3.0, 133.2.0, and 133.3.0 for retail mail; 233.2.0, 233.3.0, 243.2.0, and 243.3.0 for discount letters and cards; 333.2.0, 333.3.0, 343.2.0, and 343.3.0 for discount flats; and 433.2.0, 433.3.0, 443.2.0, and 443.3.0 for discount parcels. Mail Processing Categories Overview
We added 601.1.1 to provide an overview of how the Postal Service determines the processing category of a mailpiece. We published this revision in the May 12, 2005, Postal Bulletin.

Live Animals in the Mail
We revised 601.9.3.9 to reflect changes in the varieties of live animals allowed in the domestic mailstream. We published this revision in the May 12, 2005, Postal Bulletin.

Minimum Pallet Loads
We revised 705.8.5.3 to allow lower minimum loads for certain pallets. We published this revision in the May 12, 2005, Postal Bulletin.

Bundle and Sack Labels
We corrected the labeling standards for bundles and sacks of certain flats and irregular parcels sorted to mixed area distribution centers. We revised the following sections: 245.5.4.2, 245.5.5.2, 245.7.7, and 246.3.4 for discount letters and cards; 345.5.7, 345.7.5.4, 346.3.4, 365.5.3.5, 365.7.4.1, 375.5.3.2, and 385.5.3.2 for discount flats; 445.5.4.1, 445.5.4.8, 446.3.4, 465.5.2.4, 465.5.3.3, 475.5.3.4, and 485.5.3.4 for discount parcels; and the advanced mailing standards in 705.8.10, 705.9.0, 705.10.2.5, 705.12.2.4, 705.13.2.4, 707.22.6, 707.24.2.1, 707.25.3, and 708.7.2.5. We published this revision in the March 17, 2005, Postal Bulletin.

Mailers may use labeling list L004 through May 15, 2005, for optional endorsement line and sack labeling for mixed ADC bundles and sacks of nonautomation rate flats. We revised the discount flats standards in 345.5.7, 365.5.3.5, 375.5.3.2, and 385.5.3.2; and the Periodicals standards in 707.22.6. We published this revision in the March 17, 2005, Postal Bulletin.

Labeling Lists

1.7 February 3, 2005

Repositionable Notes Experiment
We removed 201.3.13 since Repositionable Notes are reclassified under Experimental Classifications and Rates. We published this revision in the February 3, 2005, Postal Bulletin.

Addressing
We changed our terminology from "National Change of Address" to "National Change of Address Linkage System" and from "NCOA" to "NCOA LINK." We revised the addressing information in 233.3.5.2, 333.3.5.2, 433.3.6.2, 507.6.7.1, 708.3.1.3 and 709.2.2.1. We published this revision in the February 3, 2005, Postal Bulletin.

Signature Confirmation

USPS Contact Information

Calculating the 5% Threshold
We revised the advanced mailing standards in 705.12.1 and 705.13.1 to clarify that firm bundles (regardless of the rate claimed) are added together with the number of addressed pieces in carrier route bundles to calculate the 5% threshold. Repositionable Notes Experiment

333.3.5.2 is revised to change terminology from "National Change of Address" to "National Change of Address Linkage System" and from "NCOA" to "NCOA LINK." Effective 2-3-05.

343 and 345 are revised to allow mailers to enter unsacked bundles of Standard Mail Enhanced Carrier Route (ECR) flats at destination delivery units (DDUs). There may be no more than one bundle for every 10 pounds (or increment) of mail per carrier route. 346.2.8.9 is revised to add standards for maintaining separation of mail when unloading unsacked mailings at DDU facilities. Portions of 346, 365, and 366 are reworded regarding unsacked bundles of Bound Printed Matter flats, irregular parcels, and Periodicals nonletters for clarity and consistency. Effective 6-9-05.
