Qualified Business Reply Mail—Revised PS Form 6805

We revised 505.1.0 to expand the use of PS Form 6805, Qualified Business Reply Mail™ (QBRM) Application, to include Business Reply Mail® (BRM) ZIP+4® Code assignments and validations. We published this information in the April 3, 2014, Postal Bulletin.

Inclusion of “Diplomatic Post Office (DPO)” for Mail Balloting Materials

We revised 703.8.2.2 to clarify that eligible balloting materials may be mailed without prepayment of postage when deposited at a Diplomatic Post Office (DPO). We published this information in the April 17, 2014, Postal Bulletin.

Inclusion of “Diplomatic Post Office (DPO)” When Sending Hazardous, Restricted, or Perishable Materials

We revised 703.2.3.1 to clarify that hazardous, restricted, or perishable materials mailed to, from, and between Diplomatic Post Offices are subject to the conditions of International Mail Manual (IMM) 130, the standards in DMM 601, Publication 52, Hazardous, Restricted, and Perishable Mail, and conditions prescribed by the Department of Defense (DOD), as listed in “Overseas Military/Diplomatic Mail” section of the Postal Bulletin. Additional Changes to Periodicals Sacking Requirements

We revised DMM 705.9.0, 705.10.0, and 707.22.0 to revise sacking standards for nonautomation Periodicals flats and merged Periodicals flats to require sack preparation when 72 copies are prepared for a presort level. We published this information in the March 6, 2014, Postal Bulletin.

Delayed Implementation Date for New Standards for Parcels Containing Hazardous Materials

We revised DMM 601.10.0 to provide language that aligns with the Department of Transportation (DOT) delayed implementation date for package marking regulations applicable to hazardous materials in ground transportation. We published this information in the March 20, 2014, Postal Bulletin.

DMM Correction: Premium Forwarding Service Commercial—Replaced Priority Mail Reshipment

We revised DMM 505.4.0 to delete the former standards for Priority Mail Reshipment service using Merchandise Return Service (MRS) which was recently replaced by Premium Forwarding Service Commercial (PFS-Commercial™). We published this information in the March 20, 2014, Postal Bulletin.

DMM Correction: Updated Internet Change of Address Credit Card Authentication Fee

We revised DMM 507.2.1.4 to replace the current monetary fee listed for Internet Change of Address (ICOA) and Telephone Change of Address (TCOA) Credit Card Authentication Fee, to the Notice 123—Price List. We published this information in the March 20, 2014, Postal Bulletin.

Clarifications for Flats Sequencing System Sortation

We revised DMM 705.14.0 to additionally clarify that nonbarcoded flats are included in the required preparation for flats sequencing system (FSS) processing, and DMM 343 to clarify that nonautomation Standard Mail® flats not eligible for carrier route or 5-digit prices and correctly placed in FSS scheme bundles are eligible for 3-digit prices. We published this information in the January 23, 2014, Postal Bulletin.

Labeling List L012 for Automation Letter 5-Digit ZIP Code Scheme Combinations

We revised DMM 235, 245, and 707 to refer to use of labeling list L012 as the source for 5-digit ZIP Code™ scheme combinations when preparing automation letters. We published this information in the January 23, 2014, Postal Bulletin.

New Commercial Service—Premium Forwarding Service Commercial

We revised 507.3.0, 507.7.0 and 507.9.0 to implement new standards for Premium Forwarding Service Commercial (PFS-Commercial™) service. We published this information in the January 23, 2014, Postal Bulletin.

Priority Mail Express Delivery Times

We revised various sections of the DMM to retain the 12:00 p.m. delivery time option for Priority Mail Express™ Next Day and Second Day Delivery. We published this information in the January 23, 2014, Postal Bulletin.

Additional and Extra Services

We revised 503 and other related sections to consolidate and reduce redundancy within standards for extra services. We published this information in the February 14, 2014, Postal Bulletin.

Clarification of Pricing Eligibility for Standard Mail Saturation Flats

We revised 343 and 602 to clarify that pricing for Standard Mail® saturation flats with simplified addresses is different than for saturation flats with specific delivery addresses. We published this information in the February 20, 2014, Postal Bulletin.

Inclusion of “Diplomatic Post Office (DPO)” to Various Standards

We revised 608.2.1 and 608.2.2 to include “Diplomatic Post Offices (DPO)” where we already make reference to Army Post Offices (APOs) and Fleet Post Offices (FPOs). We published this information in the February 20, 2014, Postal Bulletin.

Physical Characteristics of Stacking Pallets

We revised 705.8.3.1 to provide an option for mailers to stack pallets up to six tiers high. We published this information in the October 31, 2013, Postal Bulletin.

Implementation of Full-Service Intelligent Mail Requirements for Automation Prices

We revised various sections of the DMM to modify eligibility requirements for mailers to qualify for automation prices. We published this information in the November 14, 2013, Postal Bulletin.

New Standards to Enhance Package Visibility

We revised various sections of the DMM to require the use of Intelligent Mail® package barcodes (IMpb) on all commercial parcels, and to require the transmission of supporting electronic documentation including piece-level address or ZIP+4® Code information. We published this information in the December 5, 2013, Postal Bulletin.

Domestic Competitive Products Pricing and Mailing Standards Changes

We revised various sections of the DMM to reflect changes to prices and mailing standards for Competitive Products. We published this information in the December 12, 2013, Postal Bulletin.

Products Mailable at Nonprofit Standard Mail Prices

We revised 703.1.6.11 to show that for 2014, the value of a low-cost item is $10.40 or less. We published this information in the December 12, 2013, Postal Bulletin.

New Extra Service Labels for Items Bearing an IMpb and New Process for Registered Mail Inquiries

We revised 503.1.0 and 503.3.0 to update the process for customers making inquiries for uninsured (with no declared value) Registered Mail™ items and to introduce two new non-barcoded labels for Registered Mail™ and Certified Mail® items that already bear an Intelligent Mail® package barcode (IMpb). We published this information in the December 26, 2013, Postal Bulletin.

New Mailing Standards for Domestic Mailing Services Products

We revised the DMM to implement the changes coincident with the price adjustments. We published this information in the December 26, 2013, Postal Bulletin.

Revised Standards for Shipments of Cremated Remains

We revised 601.12.0 to require mailers to use only Priority Mail Express™ service when shipping cremated remains. We published this information in the December 26, 2013, Postal Bulletin.
