Physical Standards (301, 707.3)
For an overview of the physical standards for discount flats, see Quick

Rates and Fees (707.1)
Rates include addressed piece charge, pound rates (advertising and
nonadvertising), and applicable discounts; factors include place
of mailing, destination,
presort, etc.
Carrier Route, 5-digit, 3-digit, and Basic rates are available; Outside-County
rates apply; In-County rates apply to all eligible in-county copies
of other than requester copies (707.11).
Carrier Route (Outside-County and In-County):
- Basic Carrier Route: 24 or more addressed pieces sorted into
carrier route bundles, prepared in
line-of-travel or walk sequence and placed into carrier route
sacks; or 6 or more addressed pieces sorted into carrier
route bundles,
prepared in line-of-travel or walk sequence and placed
into 5-digit/scheme carrier route sacks.
- High Density: carrier route pieces prepared in walk sequence
with necessary density (125 pieces or more to single
carrier route). For
In-County rate,
density requirement may be based on either 125 pieces
or 25% of total active deliveries per carrier route.
- Saturation: carrier route pieces prepared in walk sequence
with necessary density (90% residential or 75% total
deliveries) (707.13).
5-Digit: Six or more addressed pieces sorted in 5-digit
bundles, placed into 5-digit sacks or palletized under
705.8.
3-Digit: Six or more addressed pieces sorted in 5-digit
and 3-digit bundles (L002) placed into
3-digit sacks or palletized under 705.8.
Basic:
- Six or more addressed pieces sorted to 5-digit, 3-digit,
ADC, or mixed ADC bundles and placed in SCF,
ADC, and mixed ADC sacks.
- Fewer than six pieces sorted to carrier route,
5-digit, and 3-digit bundles.
Destination entry discounts (DDU, DSCF, and DADC)
have additional standards (707.28).
Not all presort levels may be claimed in combination
with destination entry discounts.
Pallet discount: $0.005 per-piece discount
available for each addressed nonletter-size
piece prepared
in bundles on pallets
(outside-County
only).
Destination entry pallet discount: $0.016
per-piece discount available for each
addressed nonletter-size
piece prepared
in bundles on
destination entry pallets.
Ride-Along rate available for items up to 3.3 ounces eligible
as Standard Mail (707.15).
Eligibility Standards (707.12, 707.13)
For authorized publications (e.g.,
magazines and newspapers) whose primary
purpose
is transmitting information.
Periodicals must be
issued at least
four times a year at a stated frequency
from a
known office of publication and be
formed of printed sheets.
General
and requester
publications
must have an established list of
subscribers or requesters. All pieces within
each mailing must be in the same
processing category.
Carrier route: carrier route information
updated using CASS-certified (708.3)
process or another AIS
product containing
carrier route information
within 90 days before mailing.
A certified process must be used
at least once a year to ensure
accuracy of 5-digit
ZIP Codes
on other
than
carrier
route pieces.
Mailers can apply Repositionable Notes ("sticky notes") for
an additional charge of $0.015. See 709.7.
Postage Payment and Documentation (707.16, 705.15)

Carrier Route Preparation (707.23) |
Bundles: Six or more pieces addressed to same carrier route
(city route, rural route, highway contract route, post office
box section, or general delivery unit) must be prepared in bundles.
Fewer than 6 pieces in a bundle are permitted in
5-digit scheme carrier routes or 5-digit carrier routes sacks,
but only qualify for the Basic Presort rate. See 707.23.5 for
optional firm bundles.
