1.1 May 12, 2008

2008 Pricing Change
We revised prices throughout the DMM to support the pricing change recommended by the Postal Regulatory Commission and approved by the Governors of the United States Postal Service. The new pricing is effective May 12, 2008.

Commercial Express Mail and Commercial Priority Mail
We have added new chapters 413-416 and 423-426 and revised 110 and 120 to support the price change by creating a Commercial Express Mail chapter and a Commercial Priority Mail chapter to separate them from retail Express Mail and Priority Mail prices and standards. We published this revision in the May 8, 2008, Postal Bulletin.

Parcel Select Chapters
We revised chapters 453-456 to reflect changes making Parcel Post a retail option, while implementing Parcel Select as the commercial mailers option. These revisions are effective on May 12, 2008.

Chapter 153 Update
We revised 153 to remove the barcode discount for Parcel Post. The barcode discount is now a commercial option available for Parcel Select effective
May 12, 2008.

Loose Enclosures in Periodicals Mail
We revised 707.3.3.4 to include a "publisher's printed letter, including facsimile signature" as a permissible loose enclosure with a Periodicals publication. We published this revision in the May 8, 2008, Postal Bulletin.

Repositionable Notes
We added 705.21.0 and revised 709 to reflect Repositionable Notes (RPNs) as a permanent classification. We published this revision in the May 8, 2008, Postal Bulletin.

Preparing Origin Mixed Area Distribution Center Sacks on Pallets
We revised 705.8.10.1 to allow Periodicals mailers to place origin mixed area distribution center (OMX) sacks on origin sectional center facility (SCF) pallets. We are also providing a new option for mailers to create OMX pallets. We published this revision in the April 24, 2008, Postal Bulletin.

Limited Circulation Price - Periodicals
We revised 707.1.0, 707.7.0, and 707.11.0 to provide for a new Limited Circulation price for Periodicals publications that mail at In-County prices when Outside-County circulation is less than 5,000 pieces. We published this revision in the April 10, 2008, Postal Bulletin.

Documentation for Customized MarketMail and Repositionable Notes
We revised 705.1.4.4 and 709.3.6 to eliminate the requirement that mailers provide samples of Repositionable Notes (RPN) and Customized MarketMail (CMM) samples with extra corresponding postage statements to the Pricing and Classification Service Center (PCSC). Express Mail Reshipment
We revised 507.6.6 and 705.17.0 to remove a restriction on the mail that can be gathered by the Postal Service before delivery and reshipped via Express Mail reshipment service. We published this revision in the February 28, 2008, Postal Bulletin.

Priority Mail Reshipment
We revised 507.11.7 to remove a restriction on the mail that can be gathered by the Postal Service before delivery and reshipped via Priority Mail reshipment service. We published this revision in the February 28, 2008, Postal Bulletin.

Premium Forwarding Service
We added 507.3.0 and deleted 709.4.0 to reflect that Premium Forwarding Service (PFS) is now a permanent mail classification. There are no major changes in the permanent PFS classification compared with the experimental service offering. We published this revision in the February 28, 2008, Postal Bulletin.

Clarification of Standards Relating to the Deposit of Priority Mail
We revised 604.4.5.3 to clarify the standards pertaining to the deposit of Priority Mail� with postage affixed through a postage evidencing system, such as a postage meter or a PC Postage� product. We published this revision in the February 28, 2008, Postal Bulletin.

Automation Compatibility Requirements for Enhanced Carrier Route Letter-Size Standard Mail

Express Mail Sunday/Holiday Delivery Premium
We revised 113.1.0 and 705.2.6.3 to reflect a premium of $12.50, in addition to current postage, for guaranteed Sunday or holiday delivery of Express Mail pieces. We published this revision in the February 28, 2007, Postal Bulletin.

Priority Mail Large Flat-Rate Box—Domestic

Attachments to Periodicals Publications
We revised 707.3.3.8 to allow additional latitude in the placement of stickers on the cover of a Periodicals publication. We published this revision in the January 3, 2008, Postal Bulletin.

Plastic Film Packaging for Parcels Prepared on 5-Digit Pallets
We revised 601.3.6 to expand the use of shrinkwrap as an optional packaging method. This revision provides examples of acceptable heat-shrinkable plastic film and increases the average load parcel weight up to 10 pounds when the parcels are prepared on 5-digit, 5-digit scheme, merged 5-digit, merged 5-digit scheme, or finer level pallets. First-Class Mail Letters: Facing Mechanisms
We revised 604.4.3.3 to clarify the need for a mechanism to face a single-piece First-Class Mail letter-size envelope bearing postage produced by a postage evidencing system. We published this revision in the January 3, 2008, Postal Bulletin.

Elimination of the $10,000 Money Order Purchase Limit
We revised 503.14.2.2 and 503.14.3.2 to allow postal customers to purchase money orders in amounts up to $1,000 each with no daily maximum. Point-of-service (POS) equipment has been re-programmed to remove the restriction on the sale of money orders totaling more than $10,000. In addition, we are restating redemption requirements imposed upon us by law. We published this revision in the January 3, 2008, Postal Bulletin.

Clarification of Standards for Not-Flat-Machinable Pieces Qualifying for 5-Digit Rates
We revised 443.5.5.1 to clarify existing standards regarding the preparation and eligibility of Not Flat-Machinable (NFM) pieces placed on 5-digit/scheme pallets. We published this revision in the December 6, 2007, Postal Bulletin.

Mail Service Offered to the Republic of the Marshall Islands and Federated States of Micronesia
We revised 503.6.2.1, 503.11.2.6, 601.9.3.6, 601.9.3.8, and 608.2.0 to return the Republic of the Marshall Islands (RMI) and the Federated States of Micronesia (FSM) to "mail treated as domestic" status. Collect on Delivery (COD), Delivery Confirmation, Signature Confirmation, and electronic return receipt options will not be offered to FSM and RMI. Also, Express Mail service will be offered but without a guarantee. We published this revision in the November 8, 2007, Postal Bulletin.

OneCode Technology Design and Mailer Services Options
We revised 202.5.0, 302.4.6, and 507.9.0 to allow new OneCode™ Technology design options and services for mailers participating in Business Reply Mail (BRM) services. In addition, we are providing greater flexibility for the placement of Intelligent Mail� barcodes on mailpieces. We published this revision in the November 8, 2007, Postal Bulletin.

Intelligent Mail Barcode Options

Periodicals Preparation Standards
We revised 705.8.9.3 and 707.20.4 to allow 40-pound bundles of carrier route and 5-digit Periodicals flat-size mail on destination delivery unit pallets and require green lids on all trays of Periodicals flat-size mail. We published this revision in the October 11, 2007, Postal Bulletin.

Labeling Lists

Temporary Mail Forwarding
We revised 507.2.1.3 to reflect new standards for the duration and submission of temporary change-of-address orders. The minimum duration for a change-of-address order is 15 days; the maximum duration for a temporary change of address order is 185 days; and the maximum duration for any additional temporary change-of-address order is 179 days. This change does not reduce the maximum time for which customers can obtain temporary change-of-address service, which remains up to one year. The change only requires customers to submit a second request if they need the service for more than six months. We published this revision in the November  8, 2007, Postal Bulletin.

Mailing Lithium Batteries
We added 601.10.20 and revised 601.11.17 to provide new standards for mailing lithium and lithium-ion batteries. The new standards identify all small consumer-type lithium batteries as mailable when properly packaged and labeled. We now accept lithium batteries and battery powered devices for mailing in a manner similar to that of commercial shippers within the guidelines of the Department of Transportation and the International Air Transportation Association regulations. OneCode ACS Options
We revised 507.4.0 to provide new Intelligent Mail technology service options for participating Address Change Service (ACS) mailers. In addition to traditional ACS options, mailers will be able to use OneCode ACS™ with Standard Mail� letters and flat-sized mailpieces. We are also extending OneCode ACS to add the Change Service Requested service option for First-Class Mail� letters. We published this revision in the September 27, 2007, Postal Bulletin.

Use of Special Postage Payment Systems
We revised 604.9.4 and 705.2.0 through 705.5.0 to update standards that allow easier use of special postage payment systems. This includes Optional Procedure Mailing Systems, Alternate Mailing Systems, Manifest Mailing Systems, First-Class Mail or Standard Mail Mailings With Different Payment Methods Systems (also known as Combined Mailing Systems), and Value Added Refund Systems. We are also streamlining the appeal process within the systems. When a customer chooses to appeal a decision regarding performance within their system the customer can appeal to the Marketing and Technology Channel Management manager. New Preparation Options for Combining Standard Mail and Package Services Parcels
We revised 443.5.0, 453.3.0, 463.4.0, 473.3.0, 483.3.0, and added 705.20.0 to give mailers preparing Standard Mail and Package Services parcels (including Not Flat-Machinable) new options for combined parcel mailings. The new standards provide more opportunities for parcel mailers to combine mailings, encourage dropshipping, and better align mail preparation with our processing capabilities. Sharps Waste and Other Regulated Medical Waste
We revised 601.10.17.5 to allow medical professionals, as well as individuals, to use a larger container to mail medical waste to disposal sites. The new standards allow a maximum mailpiece weight limit of 35 pounds for packages approved as "Medical Professional Packaging." We published this revision in the October 11, 2007, Postal Bulletin.

Shape-Based Standards
We revised 101.2.0, 301.1.0, and 601.5.0 to clarify standards for determining flexibility and uniform thickness of flat-size mailpieces and to delete standards for using the marking "Do Not Bend." We published this revision in the August 16, 2007, Postal Bulletin.

New Option for Mailing Shipments Approved Under Department of Transportation Special Permit Authorization 9275 (DOT-SP 9275)
We added 601.10.13.5 to allow shippers who are authorized under Department of Transportation (DOT) Special Permit 9275 to use the Postal Service to mail shipments covered under the Special Permit. We published this revision in the August 30, 2007, Postal Bulletin.

Periodicals Machinable Flat-Size Pieces
We revised 705.9.2.5, 705.10.1.4, 707.20.4.3, 707.22.7, 707.23.4.1, and 707.25.5 to add a new preparation option for Periodicals mail. The new option allows mailers to prepare all machinable-rate (barcoded and nonbarcoded) Periodicals flat-size pieces in flats trays, rather than in sacks. We published this revision in the August 30, 2007, Postal Bulletin.

Rate Level Column Headings
We revised 708.1.3 to clarify the table for rate level column headings in our documentation standards to add appropriate rate codes for automation flats. We published this revision in the August 16, and August 30, 2007, Postal Bulletin.

"Electronic Service Requested" Endorsement
We revised 507.1.5 to introduce a new endorsement "Electronic Service Requested," that mailers may place on mailpieces when using either traditional Address Change Service (ACS) or OneCode ACS™. We published this revision in the August 30, 2007, Postal Bulletin.

Simplified Addresses
We revised 602.3.2.1and 602.3.2.3 to expand mailers' options when using simplified addresses. Mailers may choose to use simplified addresses, such as "Postal Customer," instead of complete names and addresses, when mailing to all boxholders or all families on rural routes or highway contract routes. We published this revision in the September 13, 2007, Postal Bulletin.

Eligibility for Science-of Agriculture Rates Clarification
On August 30, 2007, 707 was revised to incorporate the provisions of Public Law No. 109-435, the Postal Accountability and Enhancement Act, that permit Periodicals Requester publications to be mailed at In-County rates and to be eligible for Preferred Periodicals rates, including Science-of-Agriculture rates, if authorized. We revised 707.9.0 and 707.11.0 to make clear that a requester publication is eligible for Science-of-Agriculture rates, that was omitted from the original revision. In-County and Nonprofit Periodicals Rates
We revised 707.1.1, 707.6.4.1, 707.7.9.3, 707.10.0, and 707.11.0 to allow Periodicals mailers to claim In-County and Preferred rates for requester publications, and to revise the criteria for In-County rates to include copies entered within the county of publication but delivered outside that county on a postal carrier route that crossed over the county line. Preparing Mixed ADC or Mixed AADC Letter Trays on SCF Pallets
We revised 245.5.3.2, 245.5.4.2, 245.7.5, 246.3.4, 705.8.10.2, and L010 to provide an option for mailers to place mixed area distribution center (ADC) trays or mixed automation area distribution center (AADC) trays on destination sectional center facility (DSCF) pallets. Mailability Revision—Animal Fighting Accessories
We revised 601.9.3.1, 601.11.20, and 601.12.5.7 to bring mailability standards into compliance with recent amendments to the United States Code. We published this revision in the August 30, 2007, Postal Bulletin.

"New Launch" Application Procedure for Periodicals Mailing Privileges
We revised 707.5.1.1, 707.5.1.4, and 707.5.3.7 to introduce a new application procedure for publishers seeking Periodicals mailing privileges. The "New Launch" procedure provides an alternative process to apply for and obtain Periodicals privileges under the "general" or "requester" categories. New Mailpiece Design Options
We revised 601.1.2 to allow mailers the option to design parcels and Not Flat-Machinable (NFM) pieces with rounded corners that do not exceed a radius of 0.5 inch (1/2 inch). We published this revision in the August 30, 2007, Postal Bulletin.

Sortation Level Abbreviation for Periodicals Merged 3-Digit Sacks

Postage Due Weight Averaging Program
We revised 507.11.1.4, 507.12.2.6, and 705.19.0 to add standards for the Postage Due Weight Averaging program for customers with a qualifying volume of postage due Merchandise Return Service and Bulk Parcel Return Service pieces. The program reduces verification time and provides a structured process for these customers. We published this revision in the August 2, 2007, Postal Bulletin.

Optional 3-Digit Sort for First-Class Mail Parcels
We revised 435.1.3, 435.1.4, and 435.4.4 to make the preparation of 3-digit sacks optional for mailers preparing First-Class Mail parcels. We published this revision in the August 2, 2007, Postal Bulletin.

Change-of-Address Orders for PO Box Customers
We revised 508.4.0 to allow customers with residential Fee Group E Post Office boxes to file individual change-of-address orders. We published this revision in the August 2, 2007, Postal Bulletin.

Our new Periodicals prices reflect changes in operations and the marketplace and will enhance efficiency, offer more choices, and ensure that all types of Periodicals mail cover their costs. The new prices and mailing standards for Periodicals are effective on July 15, 2007. We published this information in the June 7 and June 21, 2007, Postal Bulletin.

Mailpiece Design for Flat-Size Mail

Precancelation Handstamps and Electroplates

Our new prices reflect changes in operations and the marketplace and will enhance efficiency, offer more choices, and ensure that all types of mail cover their costs. We will implement new prices on May 14, 2007, for all classes of mail except Periodicals. We will implement new prices and mailing standards for Periodicals mail on July 15, 2007. Intelligent Mail Barcodes on Flat-Size Mailpieces
We revised 302.4.0, 302.4.2, 333.5.1, 343.7.1, 363.5.1, 503.13.3, 507.4.2.6, 707.14.1.1, and 708.4.3.1 to allow mailers to use Intelligent Mail barcodes on automation-rate First-Class Mail, Periodicals, Standard Mail, and Bound Printed Matter flat-size mailpieces in lieu of POSTNET barcodes. 2.3 300—Discount Flats

301.1.0 and 301.3.2 are revised to give mailers more design options for flat-size mailpieces. Effective 7-15-07.

302.4.1, 302.4.2, 333.5.1, 343.7.1, and 363.5.1 are revised to allow mailers to use Intelligent Mail barcodes on automation-rate First-Class Mail, Periodicals, Standard Mail, and Bound Printed Matter flat-size mailpieces for rate eligibility. 346.3.1 and 366.3.1 are revised to shift destination bulk mail center (DBMC) mailings for 3-digit ZIP Code prefixes 448 and 449 from the Cincinnati, OH, bulk mail center (BMC) to the Pittsburgh, PA, BMC. Effective 4-12-07.

2.4 400—Discount Parcels

410 and 420 were added and 110 and 120 were revised to support the price change by creating a Commercial Express Mail chapter and a Commercial Priority Mail chapter to separate retail Express Mail and Priority Mail from commercial Express Mail and Priority Mail prices and standards. Effective 5-12-08.

435.1.3, 435.1.4, and 435.4.4 are revised to make the preparation of 3-digit sacks optional for mailers preparing First-Class Mail parcels. Effective 8-2-07.

443.5.0, 453.3.0, 463.4.0, 473.3.0, 483.3.0, were revised, and 705.20.0 was added to give mailers preparing Standard Mail and Package Services parcels (including Not Flat-Machinable) new options for combined parcel mailings. The new standards provide more opportunities for parcel mailers to combine mailings, encourage dropshipping, and better align mail preparation with our processing capabilities. Effective 9-27-07.

443.5.5.1 was revised to clarify existing standards regarding the preparation and eligibility of Not Flat-Machinable (NFM) pieces placed on 5-digit/scheme pallets. Effective 12-6-07.

446.3.1 and 466.3.4 are revised to shift destination bulk mail center (DBMC) mailings for 3-digit ZIP Code prefixes 448 and 449 from the Cincinnati, OH, bulk mail center (BMC) to the Pittsburgh, PA, BMC. Effective 4-12-07.

453.1.6, 453.3.0, and 463.1.2.5 are revised to clarify the Bound Printed Matter (BPM) and Parcel Select destination entry mailing fees. Effective 8-2-07.

2.5 500—Additional Services

503.6.2.1 and 503.11.2.6 were revised to return the Republic of the Marshall Islands (RMI) and the Federated States of Micronesia (FSM) to "mail treated as domestic" status. Collect on Delivery (COD), Delivery Confirmation, Signature Confirmation, and electronic return receipt options will not be offered to FSM and RMI. Also, Express Mail service will be offered but without a guarantee. Effective 11-19-07.

503.13.3.1, 503.13.3.2, and 507.4.2.6 are revised to allow mailers to use Intelligent Mail barcodes on automation-rate First-Class Mail, Periodicals, Standard Mail, and Bound Printed Matter flat-size mailpieces for rate eligibility. First-Class Mail, Periodicals, Standard Mail, and Bound Printed Matter flats with Intelligent Mail barcodes may participate in Confirm Service, and First-Class Mail and Periodicals flats with Intelligent Mail barcodes may participate in OneCode ACS. Effective 5-1-07.

503.14.2.2 and 503.14.3.2 are revised to allow postal customers to purchase money orders in amounts up to $1,000 each with no daily maximum. Point-of-service (POS) equipment has been re-programmed to remove the restriction on the sale of money orders totaling more than $10,000. In addition, we are restating redemption requirements imposed upon us by law. Effective 1-3-08.

507.1.5 is revised to introduce a new endorsement "Electronic Service Requested," that mailers may place on mailpieces when using either traditional Address Change Service (ACS) or OneCode ACS™. Effective 9-13-07.

507.2.1.3 is revised to reflect new standards for the duration and submission of temporary change-of-address orders. The minimum duration for a change-of-address order is 15 days; the maximum duration for a temporary change of address order is 185 days; and the maximum duration for any additional temporary change-of-address order is 179 days. This change does not reduce the maximum time for which customers can obtain temporary change-of-address service, which remains up to one year. The change only requires customers to submit a second request if they need the service for more than six months. Effective 10-10-07.

507.3.0 was added to reflect that Premium Forwarding Service (PFS) is now a permanent mail classification. There are no major changes in the permanent PFS classification compared with the experimental service offering. Effective 3-3-08.

507.4.0 is revised to provide new Intelligent Mail technology service options for participating Address Change Service (ACS) mailers. In addition to traditional ACS options, mailers will be able to use OneCode ACS™ with Standard Mail� letters and flat-sized mailpieces. We are also extending OneCode ACS to add the Change Service Requested service option for First-Class Mail� letters. Effective 10-1-07.

507.4.2.6 is revised to allow new Intelligent Mail� barcode placement options for participating Address Change Service (ACS) mailers. Effective 11-8-07.

507.6.6 is revised to remove a restriction on the mail that can be gathered by the Postal Service before delivery and reshipped via Express Mail reshipment service. Effective 3-3-08.

507.9.0 is revised to allow new OneCode™ Technology design options and services for mailers participating in Business Reply Mail (BRM) services. In addition, we are providing greater flexibility for the placement of Intelligent Mail� barcodes on mailpieces. Effective 11-8-07.

507.11.1.4 and 507.12.2.6 are revised to refer to the Postage Due Weight Averaging program for customers with a qualifying volume of postage due Merchandise Return Service and Bulk Parcel Return Service pieces. Effective 8-2-07.

507.11.7 is revised to remove a restriction on the mail that can be gathered by the Postal Service before delivery and reshipped via Priority Mail reshipment service. Effective 3-3-08.

508.4.0 is revised to allow customers with residential Fee Group E Post Office boxes to file individual change-of-address orders. Effective 8-2-07.

2.6 600—Basic Standards for All Mailing Services

601.1.1, 601.1.4, and 601.1.5 are revised to clarify the impact of address orientation on letter-size mailpieces. Effective 6-21-07.

We revised 601.1.2 to allow mailers the option to design parcels and Not Flat-Machinable (NFM) pieces with rounded corners that do not exceed a radius of 0.5 inch (1/2 inch). Effective 8-30-07.

601.1.2 is revised to give mailers more design options for flat-size mailpieces. Effective 7-15-07.

601.3.6 is revised to expand the use of shrinkwrap as an optional packaging method. This revision provides examples of acceptable heat-shrinkable plastic film and increases the average load parcel weight up to 10 pounds when the parcels are prepared on 5-digit, 5-digit scheme, merged 5-digit, merged 5-digit scheme, or finer level pallets. Effective 1-3-08.

601.5.0 is revised to clarify standards for determining flexibility and uniform thickness of flat-size mailpieces and to delete standards for using the marking "Do Not Bend." Effective 8-16-07.

601.9.3.1, 601.11.20, and 601.12.5.7 are revised to bring mailibility standards into compliance with recent amendments to the United States Code. Effective 8-30-07.

601.9.4 is revised to require mailers to package all mailable adult fowl, including chickens, in approved containers. Effective 4-12-07.

We added 601.10.13.5 to allow shippers who are authorized under Department of Transportation (DOT) Special Permit 9275 to use the Postal Service to mail shipments covered under the Special Permit. Effective 9-13-07.

601.10.17.5 is revised to allow medical professionals, as well as individuals, to use a larger container to mail medical waste to disposal sites. The new standards allow a maximum mailpiece weight limit of 35 pounds for packages approved as "Medical Professional Packaging." Effective 9-25-07.

601.10.20 was added and 601.11.17 was revised to provide new standards for mailing lithium and lithium-ion batteries. The new standards identify all small consumer-type lithium batteries as mailable when properly packaged and labeled. We now accept lithium batteries and battery powered devices for mailing in a manner similar to that of commercial shippers within the guidelines of the Department of Transportation and the International Air Transportation Association regulations. Effective 10-5-07.

602.3.2.1 and 602.3.2.3 are revised to expand mailers' options when using simplified addresses. Mailers may choose to use simplified addresses, such as "Postal Customer," instead of complete names and addresses, when mailing to all boxholders or all families on rural routes or highway contract routes. Effective 9-13-07.

602.4.2.1, 602.4.2.5, and 602.4.4.2 are revised to allow advertising on the front of detached address labels (DALs) that are barcoded and meet automation letter standards. Effective 6-7-07.

604.3.0 is revised to discontinue use of all USPS precancelation handstamps and precancelation electroplates. Effective 7-5-07.

604.4.1.3 is revised to add a new meter provider to the list of authorized providers. Effective 3-21-07.

604.4.3.3 is revised to clarify the need for a mechanism to face a single-piece First-Class Mail letter-size envelope bearing postage produced by a postage evidencing system. Effective 1-3-08.

604.4.5.3 is revised to clarify the standards pertaining to the deposit of Priority Mail� with postage affixed through a postage evidencing system, such as a postage meter or a PC Postage� product. Effective 3-3-08.

604.9.4 is revised to update standards that allow easier use of special postage payment systems. This includes Optional Procedure Mailing Systems, Alternate Mailing Systems, Manifest Mailing Systems, First-Class Mail or Standard Mail Mailings With Different Payment Methods Systems (also known as Combined Mailing Systems), and Value Added Refund Systems. We are also streamlining the appeal process within the systems. When a customer chooses to appeal a decision regarding performance within their system the customer can appeal to the Marketing and Technology Channel Management manager. This will provide for a more direct appeal process. Effective 9-27-07.

608.2.4 is added to require customs declarations on all Priority Mail pieces weighing 16 ounces or more sent to or from ZIP Codes beginning with the prefix 969 and to or from ZIP Code 96799. Effective 6-8-07.

2.7 700—Special Standards

703.1.6.11 was revised to reflect the change in the maximum value of a nonprofit low-cost item to $9.10. Effective 1-1-08.

703.2.1 is revised to reflect the addition of the new Priority Mail� Large Flat-Rate Box. Effective 3-3-08.

705.1.4.4 is revised to eliminate the requirement that mailers provide samples of Repositionable Notes (RPN) and Customized MarketMail (CMM) samples with extra corresponding postage statements to the Pricing and Classification Service Center (PCSC). Effective 3-13-08.

705.2.0 through 705.5.0 are revised to update standards that allow easier use of special postage payment systems. This includes Optional Procedure Mailing Systems, Alternate Mailing Systems, Manifest Mailing Systems, First-Class Mail or Standard Mail Mailings With Different Payment Methods Systems (also known as Combined Mailing Systems), and Value Added Refund Systems. We are also streamlining the appeal process within the systems. When a customer chooses to appeal a decision regarding performance within their system the customer can appeal to the Marketing and Technology Channel Management manager. 705.2.6.3 was revised to reflect a premium of $12.50, in addition to current postage, for guaranteed Sunday or holiday delivery of Express Mail pieces. Effective 3-3-08.

705.8.9.3 and 707.20.4 are revised to allow 40-pound bundles of carrier route and 5-digit Periodicals flat-size mail on destination delivery unit pallets and require green lids on all trays of Periodicals flat-size mail. Effective 10-11-07.

705.8.10.1, 705.8.10.2, and 707.29.3.2 are revised to allow mailers to place automation area distribution center (AADC) trays of Periodicals and Standard Mail letters on sectional center facility (SCF) pallets. Effective 7-5-07.

705.8.10.1 is revised to allow Periodicals mailers to place origin mixed area distribution center (OMX) sacks on origin sectional center facility (SCF) pallets. We are also providing a new option for mailers to create OMX pallets. Effective 5-12-08.

705.9.2.5, 705.10.1.4, 707.20.4.3, 707.22.7, 707.23.4.1, and 707.25.5 are revised to add a new preparation option for Periodicals mail. The new option allows mailers to prepare all machinable-rate (barcoded and nonbarcoded) Periodicals flat-size pieces in flats trays, rather than in sacks. Effective 9-13-07.

705.17.0 is revised to remove a restriction on the mail that can be gathered by the Postal Service before delivery and reshipped via Express Mail reshipment service. Effective 3-3-08.

705.19.0 is added to provide standards for the Postage Due Weight Averaging program for customers with a qualifying volume of postage due Merchandise Return Service and Bulk Parcel Return Service pieces. Effective 8-2-07.

705.20.0 was added to give mailers preparing Standard Mail and Package Services parcels (including Not Flat-Machinable) new options for combined parcel mailings. 707.1.0, 707.7.0, and 707.11.0 were revised to provide for a new Limited Circulation price for Periodicals publications that mail at In-County prices when Outside-County circulation is less than 5,000 pieces. Effective 5-12-08.

707.1.1, 707.6.4.1, 707.7.9.3, 707.10.0, and 707.11.0 are revised to allow Periodicals mailers to claim In-County and Preferred rates for requester publications, and to revise the criteria for In-County rates to include copies entered within the county of publication but delivered outside that county on a postal carrier route that crossed over the county line. Effective 8-30-07.

707.3.3.4 is revised to include a "publisher's printed letter, including facsimile signature" as a permissible loose enclosure with a Periodicals publication. Effective 5-12-08.

707.3.3.8 is revised to allow additional latitude in the placement of stickers on the cover of a Periodicals publication. Effective 1-3-08.

707.5.1.1, 707.5.1.4, and 707.5.3.7 are revised to introduce a new application procedure for publishers seeking Periodicals mailing privileges. The "New Launch" procedure provides an alternative process to apply for and obtain Periodicals privileges under the "general" or "requester" categories. Effective 8-30-07.

On August 30, 2007, 707 was revised to incorporate the provisions of Public Law No. 109-435, the Postal Accountability and Enhancement Act, that permit Periodicals Requester publications to be mailed at In-County rates and to be eligible for Preferred Periodicals rates, including Science-of-Agriculture rates, if authorized. 707.9.0 and 707.11.0 are revised to make clear that a requester publication is eligible for Science-of-Agriculture rates, that was omitted from the original revision. Effective 8-30-07.

707.14.1.1 and 708.4.3.1are revised to allow mailers to use Intelligent Mail barcodes on automation-rate First-Class Mail, Periodicals, Standard Mail, and Bound Printed Matter flat-size mailpieces for rate eligibility. First-Class Mail, Periodicals, Standard Mail, and Bound Printed Matter flats with Intelligent Mail barcodes may participate in Confirm Service, and First-Class Mail and Periodicals flats with Intelligent Mail barcodes may participate in OneCode ACS. Effective 5-1-07.

707.26.0 is revised to give mailers more design options for flat-size mailpieces. Effective 7-15-07.

708.1.3 is revised to clarify the table for rate level column headings in our documentation standards to add appropriate rate codes for automation flats. Effective 8-16-07.

708.1.3 and 708.6.1.4 are revised to restore content identifier number (CIN) codes for enhanced carrier route letters and rate level headings for Periodicals letters sorted to AADC and mixed AADC destinations. Effective 8-2-07.

708.1.4 is revised to add the "M3D" abbreviation for merged 3-digit sacks of Periodicals mail. Effective 8-30-07.

708.3.1.3, 708.3.3, and 708.3.6 are revised to allow mailers to use a new process, Direct Delivery Point Validation or "DirectDPV," as a valid coding method to qualify address lists for use in automation rate mailings. Effective 7-5-07.
