Pricing and Classification Service Center
Meeting the needs of customers through convenience and consistency

The Pricing and Classification Service Center (PCSC) is a national center that provides one source for mail classification decisions, one staff, and a one-stop shop for customers and field employees who need direction on rate application or mail eligibility.

The PCSC is both domestic and international in scope. It provides guidance on mailing standards and handles customer requests for exceptions. The office administers the following:

• Final Agency Decisions
     – Refund Requests
     – Revenue Deficiency Assessments
     – Mailability Issues
     – Requests for Exceptions
     – Local Classification Decisions
     – MERLIN Barcode Readability
Initial Decisions
     – Periodicals Original Entry Applications
     – Periodicals Additional Entry Applications
     – Reentry Applications and Revocations
• Centralized Postage Payment System
• Private Express Statutes
Nonprofit Application
• Sexually Oriented Advertising (SOA)/Pandering Prohibitory Orders

The PCSC is located in New York City and is part of an improvement in how we serve customers and field employees regarding mailing standards and pricing options. The PCSC allows for more consistent application of standards, improves customer relations, and streamlines operations.

National Customer Rulings
National Customer Rulings is a voluntary program that provides national mailers with guidance and support on mailpiece design and rate eligibility. The program issues classification decisions on proposed mailings before they are presented at Business Mail Entry office. These decisions provide customers with increased confidence in planning and budgeting for future mailings and certainty at acceptance points. For more information, see National Customer Rulings.

Customers who mail at a single location and who have an established relationship with their local Business Mail Entry office should continue to submit inquiries to their local Business Mail Entry contacts. The Manager of Business Mail Entry will refer matters to the PCSC on a case-by-case basis.
