discusses the
use of extra services when mailing material as Free Matter for the
Blind and Other Physically Handicapped Persons.
Free Matter for
the Blind and Other Physically Handicapped Persons is a special
category of mail. It is not included in First-Class Mail,
Periodicals, Standard Mail, or Package Services.
If extra
services are requested, except insurance, the class of mail is
changed, and payment of postage and fees for special services is
required. A mailer may insure a parcel, mailable as Free Matter for
the Blind or Other Physically Handicapped Persons, by paying only
the required insurance fee. However, all matter sent certified or
registered mail requires payment of postage plus the full fees
charged for the extra service.
