Advertising on Detached Address Labels

This Customer Support Ruling discusses the placement of
advertising on detached address labels.
Domestic Mail Manual (DMM) 602.4, does not prohibit the placement of advertising on the
reverse side of detached address labels mailed with Periodicals or
Standard Mail matter.
It is
permissible to print advertising matter on the reverse side of
detached address labels prepared for use under the provisions of the
above sections. Postage is calculated on the combined weight of the
address label and the matter with which it is to be delivered. The
advertising rate would apply to any advertisement appearing on the
reverse side of an address label mailed with a Periodicals
publication.
