Stock Certificates

PS-222 (233.2.4)

This CSR discusses whether "stock certificates" filled out in handwriting or typewriting are considered handwritten or typewritten matter that is mailable only at First-Class Mail, Priority Mail, or Priority Mail Express prices.

As stated in Domestic Mail Manual (DMM) 233.2.4*, matter wholly or partially in writing or typewriting, except authorized additions to Periodicals, USPS Marketing Mail, or Package Services including Library Mail and Media Mail, as permitted, may only be mailed as First-Class Mail, Priority Mail, or Priority Mail Express.

In view of the above regulation, stock certificates which are filled out in handwriting or typewriting, are acceptable in the mails only at the First-Class Mail, Priority Mail, or Priority Mail Express prices. The fact that the stock certificates have been canceled and are no longer negotiable has no bearing on this determination.
