Special authorization is required for plant material including seeds, salt, saccharine, sporting guns, serums, and vaccines.
Observations
- Import licenses are required for all shipments intended for commercial purposes. However, an import permit is not necessary for shipments containing goods whose value does not exceed 5 Libyan Dinar. Every shipment containing goods for sale must be accompanied by an invoice, in duplicate, dated and signed by the sender.
- Commercial shipments should be accompanied by a certificate of origin from the dispatching firm that the contents of the shipments contain only goods of a commercial nature.
- In accordance with Executive Order 12543 of January 7, 1986, merchandise is limited to donations of articles of food, clothing, medicines, and medical supplies that are intended strictly for medical purposes. First-Class Package International Service items and International Priority Airmail (IPA) items are subject to the content restriction. ISAL service is suspended because transportation is not available.

The surface area of the address side of the item to be mailed must be large enough to completely contain the Global Express Guaranteed Air Waybill/Shipping Invoice (shipping label), postage, endorsement, and any applicable markings. The shipping label is approximately 5.5 inches high and 9.5 inches long.
