Summary of Changes

In addition to the particular revisions noted below, we have revised the rates and fees throughout the International Mail Manual (IMM) as applicable for the rate case effective January 8, 2006.

Chapter 1

121, 122.1, and 134.1: Effective January 8, 2006, IMM 121, 122.1, and 134.1 are revised to reflect decisions made by the Bucharest Congress of the Universal Postal Union (UPU) and by the Postal Operations Council (POC) (Postal Bulletin 22169, 12-8-2005).

123.72: Effective September 1, 2005, section 123.72 and Exhibit 123.721 are revised to reflect changes to PS Form 2976-A, Customs Declaration and Dispatch Note - CP 72 (Postal Bulletin 22162, 9-1-2005). Effective January 8, 2006, Exhibit 123.721 is revised to reflect changes to PS Form 2976-A, Customs Declaration and Dispatch Note - CP 72 (Postal Bulletin 22170, 12-22-2005).

Chapter 2

221.1: Effective August 4, 2005, IMM 221.1 is revised to reflect that Global Express Mail with Guarantee service - which offers a date-certain, money-back guarantee - is available to Australia, China, Hong Kong, Japan, and Korea, Republic of (South Korea) (Postal Bulletin 22160, 8-4-2005).

221.2: Effective January 8, 2006, IMM 221.2 is revised to reflect decisions made by the Bucharest Congress of the Universal Postal Union (UPU) and by the Postal Operations Council (POC) regarding Global Express Mail service (Postal Bulletin 22169, 12-8-2005).

281: Effective January 8, 2006, IMM 121, 122.1, and 134.1 are revised to reflect decisions made by the Bucharest Congress of the Universal Postal Union (UPU) and by the Postal Operations Council (POC) mostly about international parcel post service (Postal Bulletin 22169, 12-8-2005).

Exhibit 294.43a and Exhibit 294.43b: Effective October 1, 2005, Exhibits 294.43a and 294.43b are revised to reflect changes in the labeling and routing information for Publishers' Periodicals to Canada (Postal Bulletin 22164, 9-29-2005).

Chapter 3

321 and 324.12: Effective January 8, 2006, IMM 321 and 324.12 are revised to reflect decisions made by the Bucharest Congress of the Universal Postal Union (UPU) and by the Postal Operations Council (POC) regarding insurance (Postal Bulletin 22169, 12-8-2005).

324.22 and Exhibit 324.22: Effective January 8, 2006, IMM 324.22 and Exhibit 324.22 are revised to reflect a change in the U.S. dollar and special drawing right (SDR) conversion rates (Postal Bulletin 22170, 12-22-2005).

331, 333, 334.13, 334.14, 335, and 336: Effective January 8, 2006, IMM 331, 333, 334.13, 334.14, 335, and 336 are revised to reflect decisions made by the Bucharest Congress of the Universal Postal Union (UPU) and by the Postal Operations Council (POC) regarding registered mail (Postal Bulletin 22169, 12-8-2005).

Chapter 9

921.21, 922.4, 923, 924.1, 925.1, 928.11, 928.21, 928.22, 928.23, 928.24, 928.25, 928.26, 928.31, 928.32, 928.33, 931.21, 932, 933.12, 933.2, 934.1, 934.2, and 944.1: Effective January 8, 2006, IMM 921.21, 922.4, 923, 924.1, 925.1, 928.11, 928.21, 928.22, 928.23, 928.24, 928.25, 928.26, 928.31, 928.32, 928.33, 931.21, 932, 933.12, 933.2, 934.1, 934.2, and 944.1 are revised to reflect decisions made by the Bucharest Congress of the Universal Postal Union (UPU) and by the Postal Operations Council (POC) (mostly about international parcel post service, insurance, and indemnity) (Postal Bulletin 22169, 12-8-2005).

Exhibit 931.21: Effective September 2, 2005, Exhibit 931.21 is revised to reflect interim procedures for handling international inquiries and claims to Caribbean and Latin American countries - due to the effects of Hurricane Katrina, inquiries and claims normally handled by the New Orleans International Claims and Inquiries Office are being handled on an interim basis by the San Francisco International Claims and Inquiries Office (Postal Bulletin 22163, 9-15-2005).

Individual Country Listings (ICLs)

All countries: Effective January 8, 2006, the ICL for every country is revised to reflect decisions made by the Bucharest Congress of the Universal Postal Union (UPU) and by the Postal Operations Council (POC) regarding indemnity for airmail parcel post and economy mail parcel post (Postal Bulletin 22169, 12-8-2005).

All countries with Global Express Mail service: Effective January 8, 2006, the ICL for every country that has EMS service is revised to reflect decisions made by the Bucharest Congress of the Universal Postal Union (UPU) and by the Postal Operations Council (POC) regarding Global Express Mail service (Postal Bulletin 22169, 12-8-2005).

Australia: Effective August 4, 2005, the ICL for Australia is revised to reflect that Global Express Mail with Guarantee service - which offers a date-certain, money-back guarantee - is available to Australia (Postal Bulletin 22160, 8-4-2005).

Bahrain: Effective June 23, 2005, the ICL for Bahrain is revised to reflect that all international economy mail services (except ISAL) to Bahrain are suspended due to a lack of surface transportation (Postal Bulletin 22157, 6-23-2005).

Canada: Effective January 8, 2006, the ICL for Canada is revised to reflect revisions regarding registered mail service (Postal Bulletin 22169, 12-8-2005).

China: Effective August 4, 2005, the ICL for China is revised to reflect that Global Express Mail with Guarantee service - which offers a date-certain, money-back guarantee - is available to China (Postal Bulletin 22160, 8-4-2005).

Great Britain and Northern Ireland: Effective January 8, 2006, the ICL for Great Britain and Northern Ireland is revised to reflect that Great Britain limits the weight of M-bags to 20 kg. (44 lbs.). (Postal Bulletin 22169, 12-8-2005).

Hong Kong: Effective August 4, 2005, the ICL for Hong Kong is revised to reflect that Global Express Mail with Guarantee service - which offers a date-certain, money-back guarantee - is available to Hong Kong (Postal Bulletin 22160, 8-4-2005).

Japan: Effective August 4, 2005, the ICL for Japan is revised to reflect that Global Express Mail with Guarantee service - which offers a date-certain, money-back guarantee - is available to Japan (Postal Bulletin 22160, 8-4-2005).

Korea, Republic of (South Korea): Effective August 4, 2005, the ICL for Korea, Republic of (South Korea) is revised to reflect that Global Express Mail with Guarantee service - which offers a date-certain, money-back guarantee - is available to Korea, Republic of (South Korea) (Postal Bulletin 22160, 8-4-2005).

Kuwait: Effective June 23, 2005, the ICL for Kuwait is revised to reflect that all international economy mail services (except ISAL) to Kuwait are suspended due to a lack of surface transportation (Postal Bulletin 22157, 6-23-2005).

Oman: Effective June 23, 2005, the ICL for Oman is revised to reflect that all international economy mail services (except ISAL) to Oman are suspended due to a lack of surface transportation (Postal Bulletin 22157, 6-23-2005).

Philippines: Effective January 8, 2006, the ICL for Philippines is revised to reflect that insurance is not available (Postal Bulletin 22169, 12-8-2005).

Qatar: Effective June 23, 2005, the ICL for Qatar is revised to reflect that all international economy mail services (except ISAL) to Qatar are suspended due to a lack of surface transportation (Postal Bulletin 22157, 6-23-2005).
