Summary of Changes

The Summary of Changes lists revisions to this edition of Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) by effective date and by module.

1.0 Summary of Changes by Effective Date

1.1 January 2, 2011

Domestic Shipping Services—Pricing and Mailing Standards Changes
We revised standards throughout the DMM to support the pricing change approved by the Postal Regulatory Commission (Docket CP2011-26). Our new prices reflect changes in operations and the marketplace and will enhance efficiency, offer more choices, and ensure that all types of mail cover their costs. We will implement new prices on January 2, 2011, for Express Mail, Priority Mail, Parcel Select and Recipient Services. We published this information in the December 16, 2010, Postal Bulletin.

2011 Changes for Domestic Mailing Services
We revised standards throughout the DMM to incorporate standards for the introduction of Address Information System services, for the discontinuation of rigid flats claiming flats prices, a change in the expression of decimal pounds for Package Services parcels, and other clarifications. We published this revision in the December 16, 2010, Postal Bulletin.

Extension of the Simplified Address Format
We revised 345.6.9.4, 445.7.6.2, 507.1.2.3, and 602.3.2 to remove a restriction on the use of simplified addressing for saturation flat-size mailpieces and irregular parcels that are delivered by USPS city carriers or to PO boxholders at Post Office locations with city delivery service, and to add reference to new standards related to updated delivery sequence data for use on mailpieces bearing a simplified address. We published this revision in the December 16, 2010, Postal Bulletin.

Optional Mail Preparation Standards for Flat-Size Mailpieces in FSS Zones
We revised 343.6.0, 343.7.0, 345.2.0, 363, 705.12.0, 707.13.0, 707.14.0 and 707.19.0 to provide optional standards for bundle and pallet preparation of flat-size Standard Mail, Periodicals and Bound Printed Matter mailpieces prepared for delivery within the ZIP Codes served by Flats Sequencing System (FSS) processing. New Incentive Programs for 2011
We revised 233, 243, and 343 to implement two new incentive programs. We published this revision in the December 30, 2010, Postal Bulletin.

Open and Distribute—Express Mail and Priority Mail Changes and Updates
We revised 705.16.0 to require mailers to place a single-ply address label with a service barcode on all Express Mail Open and Distribute containers; to establish a guaranteed "end-of-day" service commitment for Express Mail Open and Distribute; and to establish a five-pound minimum weight requirement for Express Mail and Priority Mail Open and Distribute sacks. Products Mailable at Nonprofit Standard Mail Prices
We revised 703.1.6.11 to update the maximum price of low-cost product items permitted to be mailed with nonprofit pieces. We published this revision in the December 16, 2010, Postal Bulletin.

Clarification of the Post Office Box Lock Replacement Fee
We revised 508.4.8.4 to clarify the applicability of the lock replacement fee for P.O. Boxes to reflect current practice. We published this revision in the December 16, 2010, Postal Bulletin.

Labeling List Changes—New L006
We revised the labeling list by creating new labeling list L006 to reflect new, optional FSS changes in mail processing operations. We published this revision in the December 30, 2010, Postal Bulletin.

1.2 December 6, 2010

New Shipper Paid Forwarding Ancillary Service Endorsement Option
We revised 507.1.5, 507.2.3.5, 507.2.3.6 and 507.4.2.9 to provide a new endorsement option "Change Service Requested" for mailers using Shipper Paid Forwarding (SPF) for Standard Mail, Package Services, or Parcel Select parcels. We published this revision in the November 18, 2010, Postal Bulletin.

Clarification of the Reduced Overflow Option for Automation Letters
We revised 235.3.3, 235.6.6, 245.3.3, and 245.7.5 to clarify standards that apply to mail preparation for First-Class Mail and Standard Mail automation letters in trays. We published this revision in the November 18, 2010, Postal Bulletin.

Change in ZIP Code for Washington DC Network Distribution Center: Revision to Destination Entry Exhibits
We revised exhibits 246.3.1, 346.3.1, 366.4.1, 446.3.1, 453.3.1.3, 466.4.4, to reflect the changing of the Washington DC Network Distribution Center (NDC) ZIP Code from 20499 to 20799. We published this revision in the November 18, 2010, Postal Bulletin.

Automation Letters — Perforated Pocket Attachments
We revised 201.3.13 to authorize the use of perforated pocket(s) as attachments on letter-size mail when postage is paid at automation letter prices. We published this revision in the November 18, 2010, Postal Bulletin.

Click-N-Ship Insurance Indemnity Coverage Increase
We revised 503.1.1.6, 503.4.2.1 and 609.4.2 to permanently increase the purchase limit for domestic Click-N-Ship� online insurance coverage up to $5,000. We published this revision in the December 2, 2010, Postal Bulletin.

Packaging Standards for Mail Processed at Network Distribution Centers
We revised 601.7.2 that applies to packaging books and printed matter for mail processed at Network Distribution Centers. We published this revision in the December 2, 2010, Postal Bulletin.

Labeling Lists
We revised labeling lists L001, L004, L007, L011, L201, L601, L605, L606, and L801 to reflect changes in mail processing operations. We published this revision in the December 16, 2010, Postal Bulletin.

Optional Use of the Intelligent Mail Package Barcode
We revised 401.2.0, 402.4.0, 423.1.0, 433.1.0, 443.3.0, 443.4.0, 453.3.0, 463.1.0, 463.4.0, 503.9.0, 503.10.0, 705.17.0, and 708.5.0 to provide standards for the optional use of Intelligent Mail package barcodes (IMpb). We published this revision in the November 4, 2010, Postal Bulletin.

Realignment of ZIP Code 458: Revision to Destination Entry Exhibits
We revised Exhibit 246.3.1, Exhibit 346.3.1, Exhibit 366.4.1, Exhibit 446.3.1, Exhibit 453.3.1.3, and Exhibit 466.4.4 to align the destination network distribution center (DNDC) for mailings to 3-digit ZIP Code with a prefix of 458 that have moved from the Cincinnati network distribution center (NDC) to the Detroit NDC. We published this revision in the October 21, 2010, Postal Bulletin.

Option to Omit Horizontal Bars on Business Reply Mail Letters and Cards with Intelligent Mail Barcodes
We revised 507.9.0 to permit customers producing letter-size (including cards) Business Reply Mail (BRM) pieces with Intelligent Mail barcodes the option to omit the horizontal bars that are printed below the postage imprint. We published this revision in the October 21, 2010, Postal Bulletin.

New Option for Obtaining Pickup on Demand Service
We revised 507.6.0 to provide a no-fee option for customers that meet minimum volume threshold requirements of seven pieces for reoccurring Pickup on Demand service for Express Mail, Priority Mail, Global Express Guaranteed, Express Mail International and Priority Mail International mail items. Mailing of Cigarettes and Smokeless Tobacco Products to APO/FPO/DPO Destination Addresses
We revised 503.9.0 and 601.11.0 to permit the mailing of cigarettes and smokeless tobacco to APO/FPO/DPO destination addresses via Express Mail Military Service or Priority Mail service with Delivery Confirmation. We published this revision in the September 9, 2010, Postal Bulletin.

Labeling Lists
We revised labeling lists L001, L002, L003, L004, L005, L007, L008, L009, L011, L201, L601, L605, L606, L607, and L801 to reflect changes in mail processing operations. We published this revision in the October 7, 2010, Postal Bulletin.

1.5 September 7, 2010

Alternative Addressing Format Options
We revised 507.1.0 and 602.3.0 to permit the use of certificates of mailing, Confirm service, Delivery Confirmation, and special handling extra services when using an alternative address format. We published this revision in the August 26, 2010, Postal Bulletin.

Contents of Periodicals Mail
We revised 707.3.0 to incorporate "content" changes to the standards governing pages, supplements, products and product samples, and mailpiece design. We published this revision in the August 26, 2010, Postal Bulletin.

New Endorsement for Returned Mailpieces
We revised Exhibit 507.1.4.1 to add a new endorsement, "Returned to Sender, Item Contains Nonmailable Contents," for mailpieces that are returned due to contents that are nonmailable. We published this revision in the August 26, 2010, Postal Bulletin.

Commercial Flats Clarification
We revised 301.1.0 to update commercial flats text with minor editorial updates, and to rearrange the DMM reference text for better flow. We published this revision in the August 12, 2010, Postal Bulletin.

Clarification of Standards for Parcel Select
We revised 453.3.0 to remove standards for loyalty and growth rebates. We also revised 602.1.5.3 to note that all Parcel Select pieces must have a return address. We published this revision in the August 12, 2010, Postal Bulletin.

Delivery Address Visibility in Window Envelopes
We revised 202.2.1 and 302.2.1 to add a reference to current standards that require the delivery address to be completely visible within a window envelope, when used. We published this revision in the August 12, 2010, Postal Bulletin.

New Font Size Option for Optional Endorsement Lines
We revised 708.7.2 to provide a new font size option for mailers applying an optional endorsement line (OEL) to their mailpieces that do not bear a traditional Address Change Service (ACS) participant code. We published this revision in the August 12, 2010, Postal Bulletin.

Confirmation Services to the Northern Mariana Islands—ZIP Code 96952
We revised 503.9.2.4 and 503.10.2.3 to eliminate the Northern Mariana Islands (ZIP Code 96952) from the tables of ineligible ZIP Codes to receive Delivery Confirmation and Signature Confirmation services. We published this revision in the August 12, 2010, Postal Bulletin.

Container Preparation Options for Saturation Flats with Detached Address Labels
We revised 602.4.0 to provide new containerization and palletization options for the preparation of saturation flats with detached address labels (DALs). We published this revision in the July 29, 2010, Postal Bulletin.

Catalogs—A Definition
We revised 301.1.0 by adding a definition of the term catalog. We published this revision in the July 29, 2010, Postal Bulletin.

Detached Address Labels for Merchandise Samples
We revised 602.4.0 to provide customers the option to use detached address labels (DALs) when current general distribution density standards for Standard Mail merchandise samples cannot be met. We published this revision in the July 15, 2010, Postal Bulletin.

Purchasing Domestic Insurance
We revised 503.4.0 and 709.4.0 to clarify that customers may only purchase domestic insurance once per applicable mailpiece when postage is paid at a retail Post Office, online, or at an Automated Postal Center (APC). We published this revision in the July 15, 2010, Postal Bulletin.

Expanded Options for Attachments to Letters and Flats
We revised 201.3.0 and 301.1.0 to remove a restriction that requires relocatable labels to be affixed on the outside of a reply piece, and to allow up to two release cards to the outside of letters and flats of specific size ranges, subject to placement restrictions. We published this revision in the July 15, 2010, Postal Bulletin.

Express Mail Next Day Delivery Postage Refund Amendment
We revised 114.2.0, 414.3.0, and 604.9.0 to state the conditions for Express Mail Next Day Delivery postage refunds when shipments are mailed each year during the time period of December 22 through December 25. We published this revision in the July 15, 2010, Postal Bulletin.

Labeling Lists
We revised labeling lists L001, L002, L005, L007, L009, L201, and L606 to reflect changes in mail processing operations. We published this revision in the August 12, 2010, Postal Bulletin.

1.7 July 6, 2010

Plant-Verified Drop Shipment (PVDS)—Nonpostal Documentation
We revised 705.16.2.14 which clarifies the use and purpose of PS Form 8125, Plant-Verified Drop Shipment (PVDS) Verification and Clearance, as well as other documents that mailers' nonpostal transportation providers (carriers) may present at the time of induction. We published this revision in the July 1, 2010, Postal Bulletin.

Revenue Deficiency
We revised 604.10.0 and 608.8.0 to incorporate the new Headquarters manager, Revenue Assessment and Control (MRAC) into the assessment and appeal procedures governing shortages in fees or postage. We published this revision in the July 1, 2010, Postal Bulletin.

Business Reply Mail Online Application Option
We revised 507.9.3.2 and 507.9.5.2 to eliminate the option to obtain a Business Reply Mail (BRM) permit online. Additionally, the electronic version of PS Form 6805, Qualified Business Reply Mail (QBRM) Application, will also be removed. We published this revision in the June 17, 2010, Postal Bulletin.

Restricting the Mailing of Replica or Inert Explosive Devices
601.12.5 was added to implement a new standard restricting the mailing of replica or inert explosive devices, such as simulated grenades that are not dangerous but bear a realistic appearance to explosive devices, by Registered Mail service only. We published this revision in the June 17, 2010, Postal Bulletin.

Deposit of Stamped Mail Over 13 Ounces sent to APO, FPO, and DPO Destinations—Clarification and Update
We deleted 703.2.1.7 and revised 703.2.3 to clarify the deposit of items bearing only postage stamps sent to APO, FPO, and DPO destinations. We published this revision in the June 17, 2010, Postal Bulletin.

2010 Standard Mail Incentive Program (aka 2010 Summer Sale)
We revised 709.2.0, applicable to the Standard Mail Volume Incentive Program that ended on September 30, 2009, with new standards describing the 2010 Standard Mail Incentive Program. We published this revision in the June 17, 2010, Postal Bulletin.

Treatment of Cigarettes and Smokeless Tobacco as Nonmailable Matter
We revised 503.6.0, 601.11.0, and 608.8.0 to describe new standards pertaining to the mailing of tobacco, cigarettes and smokeless tobacco. We published this revision in the June 17, 2010, Postal Bulletin.

2.0 Summary of Changes by DMM Module

2.1 100—Retail Mail

707.3.0 was revised to incorporate "content" changes to the standards governing pages, supplements, products and product samples, and mailpiece design. Effective September 7, 2010.

708.7.2 was revised to provide a new font size option for mailers applying an optional endorsement line (OEL) to their mailpieces that do not bear a traditional Address Change Service (ACS) participant code. Effective September 7, 2010.

709.2.0 applicable to the Standard Mail Volume Incentive Program that ended on September 30, 2009, was revised with new standards describing the 2010 Standard Mail Incentive Program. Effective July 6, 2010.

709.4.0 was revised to clarify that customers may only purchase domestic insurance once per applicable mailpiece when postage is paid at a retail Post Office, online, or at an Automated Postal Center (APC). Effective August 2, 2010.
