Transitional Periods for Changes to MRS and BRM
Effective January 26, 2014, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) to require a unique Intelligent Mail® package barcode (IMpb) on all parcels using a Merchandise Return Service (MRS) label. In addition, the Postal Service is eliminating the option to use Business Reply Mail (BRM) for parcels.
- The Postal Service will provide a 12-month transition period, until January 25, 2015, to allow current BRM parcel mailers to obtain an MRS or USPS™ Returns permit.
- There will be a six-month transition period, until July 27, 2014, to meet the requirement for using an IMpb for MRS.
