The following Federal Register notices were issued by the U.S. Postal Service™ between July 20, and 23, 2018. We encourage industry to review the information and provide feedback. Please see instructions below on how to access each notice.
A Proposed Rule was issued by the Postal Service on 7/9/18:
New Mailing Standards for Mailpieces Containing Liquids – (Doc# 2018-14382)
The Postal Service is proposing to revise the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) section 601.3.4 to provide for more rigorous packaging requirements for mailpieces containing liquids. After the publication of the Federal Register Notice, the USPS received several requests to extend the comment period for this proposed rule and released a follow up Federal Register Notice (Doc# 2018-15548) announcing an extension of the comment period until September 30, 2018.

A Proposed Rule was issued by the Postal Service on 7/23/18:
POSTNET Barcode – (Doc# 2018-15549)
The Postal Service is proposing an amendment of the DMM to remove all references to the POSTNET™ barcode.

A Proposed Rule was issued by the Postal Service on 7/23/18:
New Mailing Standards for Merchandise Return Service – (Doc# 2018-15617)
The Postal Service is proposing to revise the DMM to provide for new procedures for the processing and rating of Merchandise Return Service (MRS) pieces, and in the future, to transition all current MRS permit holders to use the new procedures.
