PRC Ruling on Collect on Delivery Service
On Thursday, December 15, 2016, the Postal Regulatory Commission (PRC) denied the Postal Service’s™ proposed Collect on Delivery (COD) Hold for Pickup classification change. COD will continue to be offered as a carrier delivery service, with a limited hold for pickup option.
To mitigate additional software changes, the Postal Service will accept files containing the updated COD Hold for Pick Up change, as long as the files allow carrier delivery for COD service. There generally is no need for vendors to revert the software to the current requirements. Software vendors who have not made the COD Hold for Pickup change do not need to move forward with it.
