Nonprofit Application and Periodicals Reentry and Additional Entry Administration
The Pricing and Classification Service Center (PCSC) also administers the following:
- Applications to Mail at Nonprofit USPS Marketing Mail Prices
- Request for Confirmation of Authorization (or Pending Application) to Mail at Nonprofit USPS Marketing Mail Prices, and Nonprofit Database Change Requests
- Sexually Oriented Advertising / Prohibitory Orders
- Periodicals Reentry Applications for Periodicals Publications

- Provides a single point of contact for all matters related to nonprofit authorizations.
- Consistent application of procedures regarding applications for Nonprofit USPS Marketing Mail prices.
- More efficient processing of Periodical reentry/additional entry applications.
Nonprofit Mailing Privileges
The PCSC manages the processing of all applications for nonprofit mailing privileges, requests for confirmation of authorization and nonprofit database change requests. The PCSC reviews organization activities to assure continued eligibility for nonprofit mailings.
Listing and/or Prohibitory Orders
The PCSC manages the processing of all applications for listings and/or prohibitory orders. These applications are filed under the provisions of sexually oriented and pandering programs. The PCSC prepares notification letters and violation letters to mailers and acknowledgment letters to applicants.
Periodicals Reentry Applications for Periodicals Publications
The PCSC processes all applications for reentry for Periodicals publications.
Post Offices should send Periodicals applications for reentry or special price requests (PS Form 3510) to:

PostalOne! offices should enter original Applications to Mail at Nonprofit USPS Marketing Mail Prices, Request for Confirmation of Authorization (or Pending Application) to Mail at Nonprofit USPS Marketing Mail Prices, and Nonprofit authorization database changes (PS Forms 3623, 3624, and 6015) directly into the PostalOne! system.
