1.0 Postage Payment Methods for USPS Retail Ground
The mailer is responsible for proper postage payment. Subject to the corresponding standards, postage for USPS Retail Ground mail may be paid by postage evidencing system indicia (see 604) or by ordinary postage stamps. Pieces with postage affixed must bear the correct numerical value of postage.
