Changes to International Return Receipt Availability – effective January 1, 2025
Effective January 1, 2025, USPS will no longer offer International Return Receipt as an extra service for Outbound Single-Piece First-Class Package International Service (FCPIS) with Registered Mail Service and Outbound Priority Mail International (PMI) Items.
International Return Receipt service for Registered First-Class Mail International letters and flats will remain available.
International Return Receipt is an extra service that is provided by attaching a pink card to a registered item or Priority Mail International item for which additional merchandise insurance has been purchased at the time of mailing.The card is removed and signed at the point of delivery and returned to the sender. International Return Receipt service provides the sender with evidence of delivery.The cards are returned to the sender by airmail.
During the Universal Postal Union’s (UPU’s) 4th Extraordinary Congress in 2023, UPU members adopted changes to make inbound tracking mandatory for items containing goods, and to limit use of International Return Receipt to registered or insured letters and flats
