Customs Form Requirements for Military Mail

The Postal Service™ reminds customers who are sending packages to loved ones serving abroad to place a properly completed customs declaration on all mail addressed to APO/FPO/DPO ZIP Code™ locations containing non-dutiable items weighing 16 ounces or more or any goods or merchandise, regardless of weight or service option.

Customers are encouraged to generate an electronic customs form online or request and complete the appropriate hard-copy PS Form 2976, 2976-A or 2976-B at a USPS retail location for the Retail Associate to finalize the transaction.

Packages without a properly completed customs form are subject to being returned to sender or seized by a foreign customs authority while in transit to the final destination. Complying with these requirements helps to ensure that personnel serving our country around the world in the nation’s armed forces and diplomatic service receive their care packages.
