Parcel Select Lightweight Machinable Parcel Optional SCF Presort and Entry

This Customer Support Ruling (CSR) discusses an option for mailers to prepare and enter Parcel Select Lightweight machinable parcels at an SCF facility and provides the conditions for this option.
Under the current preparation standards in the Domestic Mail Manual (DMM) for Parcel Select Lightweight (PSLW), mailers may prepare 5-digit/scheme, ASF, or NDC, sacks or pallets of machinable parcels that are dropshipped to a DDU, DSCF, DNDC (or ASF), as applicable for the prices claimed.
The Postal Service will implement an optional SCF preparation level that will allow mailers to presort and dropship machinable parcels to an eligible DSCF identified in Exhibit A. This will be allowed only after the mailer has completed a full 5 digit sortation to be dropped at the DDU so that only the “residual” pieces from that preparation will be dropped at the nearby DSCF. In addition, the current service standards for DNDC entry will remain in effect for the DSCF option. The requirements, preparation, and prices, for the machinable parcel optional SCF level are as follows:

The Postal Service will monitor the impacts that sorting and entering of machinable parcels at the DSCF level has on service and operations and reserves the right to rescind this CSR if we discover any operational impacts due to this support ruling.
