The scope of this publication extends to all articles and materials that are considered hazardous, restricted, or perishable. Certain hazardous materials and otherwise restricted and perishable matter may be mailed under the conditions permitted within this publication.
Certain matter is nonmailable because it may harm people or property or has mailing restrictions imposed upon them by the regulations of other governmental agencies.
If you knowingly mail items or materials that are dangerous or injurious to life, health, or property or fail to follow Postal laws on mailing hazardous materials in violation of 39 U.S.C § 3018 and 18 U.S.C. § 1716, you may be liable for:
