A Limited Quantity refers to the maximum amount of a specific hazardous material that is exempt from DOT labeling or packaging requirements under 49 CFR. To be eligible to ship under the DOT Limited Quantity provision, a hazardous material must indicate an exception in column 8A of the Hazardous Materials Table (49 CFR § 172.101).
Under Postal Service requirements, only certain hazard classes and divisions are eligible to ship as Limited Quantity. Eligible materials may be shipped via ground (surface), and in some instances, air transportation, but only if reclassified as a Consumer Commodity material. This classification is limited to domestic use and is prohibited for international mail.
It is the responsibility of the mailer to know the correct DOT hazard class of a hazardous material before mailing (refer to 323).
When assistance is needed to determine eligibility for mailing, the mailer may request a ruling from the Pricing and Classification Service Center (PCSC) as outlined in 215.
