Prevent Damage and Hazards: Hazardous materials, restricted matter, and perishable matter must be properly handled to avoid damage or danger.
Verify Air Transport Readiness: Only properly packaged, marked, and labeled mailpieces are tendered to the air carrier. Dispatch personnel should ensure:
Packaging Integrity: Packaging is strong and securely closed, with no visual evidence of leakage or damage.
Attach Shipping Paper: A properly completed shipping paper is attached to the outside of the mailpiece and to the dispatch document, with information detailed in 711.3.
Handling Nonmailable Material: If a mailpiece is suspected to contain nonmailable material, it is removed from the mailstream and handled per POM 139.117-118.
