| Publication 52 - Hazardous, Restricted, and Perishable Mail > 4 Restricted Matter > 45 Other Restricted Materials > 452 Motor Vehicle Master Keys and LocksmithingDevices A motor vehicle master key, as defined in 18 U.S.C. § 1716 and 39 U.S.C § 3002, includes any of the following: - Master Key: The key (or an exact duplicate) furnished with a replacement lock.
- Manipulation Device: Any key or manipulation device designed to operate multiple motor vehicle ignition, door, or trunk locks of varying combinations, including patterns, impressions, or molds used to create a master key or manipulation device.
A locksmithing device includes any of the following: - Lock Manipulation Tool: Any device or tool (other than a key) designed to manipulate a lock‘s tumblers into the unlocked position through the keyway.
- Bypass Tool: Any device or tool other than a key or a lock manipulation tool under 452.12(a) designed for bypassing a lock, or similar security device, by means not commonly used by consumers for such a purpose.
- Impression Device: Any device or tool designed for making an impression of a key or similar security device to duplicate a key.
The following conditions apply for mailing motor vehicle master keys and locksmithing devices: - Motor Vehicle Master Keys: As defined in 452.11, motor vehicle master keys, and any advertisement for the sale of such items, are nonmailable, unless sent to any of the following categories of addressees:
- Lock manufacturers.
- Professional locksmiths.
- Motor vehicle manufacturers or dealers.
- Federal, state, or local government agencies.
- Locksmithing Devices: As defined in 452.11, locksmithing devices are nonmailable except when sent to any of the following categories of addressees:
- Lock manufacturers or distributors.
- Bona fide locksmiths.
- Bona fide repossessors.
- Motor vehicle manufacturers or dealers.
- Bona fide automotive repair shops or businesses.
No markings of any kind that indicates the nature of the contents may be placed on the outer wrapper or packaging of any mailpiece containing motor vehicle master keys or locksmithing devices. Mailable items must be properly and securely packaged in accordance with DMM 601 requirements. Nonmailable motor vehicle master keys and locksmithing devices discovered in the mailstream must be reported in accordance with POM 139.117 | |
