462 Mailability

The following conditions apply:

1. Live Animals: Mailing live animals for the purpose of participating in an animal-fighting venture, as defined in 461(b), is prohibited, regardless of the venture‘s legality within any U.S. state, district, commonwealth, territory, or possession. Violators are subject to criminal penalties under 7 U.S.C. § 2156 and 18 U.S.C. § 49.
2. Animal-Fighting Accessories: Mailing items considered to be animal-fighting accessories, as defined in 461(c), is prohibited. Violators are subject to criminal penalties under 7 U.S.C. § 2156.
3. Animal-Fighting Matter: Matter promoting or furthering an animal-fighting venture is nonmailable, except for ventures involving live birds permitted under the laws of the state in which they are conducted (refer to DMM 601.7.5.7).
