241 General Requirements

Incidents involving the release of hazardous, restricted, or perishable matter may cause death, injury, and damage to property. Such incidents can be mitigated or avoided by taking preventive measures and following appropriate emergency procedures.

The guidelines in MI EL-810-2019-5, Response to Hazardous Materials Releases, and Handbook EL-812, Hazardous Materials and Spill Response, provide essential protocols for Postal Service employees involved in handling mailpieces containing harmful substances. Postal Service employees must follow these guidelines from the point of deposit to the point of delivery.
