| Publication 52 - Hazardous, Restricted, and Perishable Mail > 4 Restricted Matter > 45 Other Restricted Materials > 455 Building Construction Material "Building construction material" refers to any material which is used for construction purposes, Including naturally occurring substances, such as clay, rocks, sand, and wood, as well as some man-made products using synthetic materials. Building construction material is not permitted in the mail if its acceptance and processing is likely to harm or injure Postal Service employees, mail, or equipment. Factors considered include, but are not limited to: - Potential storage issues at processing facilities.
- Impact on mail-flow in Postal Service transportation or mail distribution systems.
- Security risks associated with the material‘s volume.
- Safety hazards for Postal Service employees during processing.
Rulings on mailability depend on the product‘s composition. Requests for rulings must include the product‘s trade name and information about any known hazardous ingredients. Generic descriptions (e.g., shingles, bricks, cement blocks) are not sufficient. Requests for rulings are directed to the local postmaster (refer to 215). Nonmailable building construction material discovered in the mailstream must be immediately reported in accordance with POM 139.117. | |
