Mailing Standards of the United States Postal Service,

This Summary of Changes to Mailing Standards of the United States Postal Service, International Mail Manual (IMM^®) includes revisions that have become effective during the previous 12 calendar months.

In chapters 1–9 and in “Country Price Groups and Weight Limits” of this online version of the IMM, change bars (vertical lines in the margin) indicate that Postal Bulletin updates have been incorporated in the adjacent text (note that the change bars appear only in the PDF version, and only for revisions that have become effective in the current calendar year, not for all the previous 12 months). However, in the individual country listings (ICLs) of this online IMM, change bars do not appear even though Postal Bulletin updates have been incorporated in the ICL text.

In the IMM effective April 7, 2025, as noted in PB issue 22669, information regarding M-bag service is revised in the following sections and in the following ICLs:

In the IMM effective April 7, 2025, as noted in PB issue 22670, information regarding international Return Receipt service is revised in the following sections, including the removal of sections 232.92 (with 232.93 renumbered as 232.92), 252.53 (with 252.54 renumbered as 252.53), 322.4 (with nothing replacing it), and 323.4 (with 323.5 renumbered as 323.4); in every ICL that offers Return Receipt service; and in the ICL for Montenegro, which no longer offers Return Receipt service:

In the IMM effective October 1, 2025, as noted in PB issue 22680, the foreign posts for the following countries will stop cashing international postal money orders issued by the Postal Service:

Albania	Ecuador	Mali
Belize	El Salvador	Peru
Bolivia	Guinea	Sierra Leone
Cape Verde	Guyana
Dominican Republic	Honduras

In the IMM effective October 1, 2025, as noted in PB issue 22680, the Postal Service will stop cashing international postal money orders issued by the following countries:

In the IMM effective January 18, 2026, as noted in PB issue 22687, the ICLs for the following countries are revised to reflect that Electronic USPS Delivery Confirmation International service (E–USPS DELCON INTL^®) is available:
